Can I use this with retinol?

Yes, but ease into it. Alternate nights for the first few weeks — retinol one night, copper peptides the next. Once your skin is settled, plenty of people layer copper peptide serum underneath their retinoid without issue.

What about vitamin C?

Keep them separated by time of day. Direct L-ascorbic acid and copper peptides don't play well in the same application, so run vitamin C in the morning and copper peptides at night — you get both, neither cancels the other.
